The Task

The Saudi Ministry of Transport considered decentralising the management of the country’s three major airports, and they hired PWC to recommend the best strategy. PWC, in turn, hired our specialist team to review the current commercial and operational situation and provide input on the best process for decentralising the management of all daily non-aviation operations.

Our Approach

We visited the sites and met with management to identify a step-by-step transfer strategy for daily operations from the central offices to each airport. We also developed a detailed list of recommendations to implement at the airports before the transfer of decision-making power. These recommendations included a management training schedule, day-to-day KPIs, and commercial development strategies.

Additionally, we were asked to review and comment on the RFP for the upcoming tender for the duty-free operation.

The Result

Our team created a two-way, step-by-step manual for the transfer of management, clearly identifying the process, responsibilities, recommended training, IT requirements, and staff qualifications. We also provided a detailed review of the Duty-Free RFP with suggested changes and recommendations. Overall, our work resulted in a successful and effective transfer of airport management, allowing for more efficient and decentralised operations.
